The goal of the Special Services Department is to ensure that all children receive an educational program designed to meet the students' individual needs. Our dedicated teachers, teacher aides, child study teams, related services providers, counselors, BCBA's, psychologists, and our administrative team work collaboratively to meet the academic, emotional, and social needs of students in a supportive, inclusive, and respectful environment.

Child Study Team

Child Study Team (CST)
The purpose of the Child Study Team (CST) is to evaluate if deemed appropriate, and determine eligibility for special education and related services. Child Study Teams consist of a school psychologist, school social worker, and a learning disabilities teacher-consultant. A speech/language specialist is also a member of the preschool team. If a student is classified, the Child Study Team develops an appropriate Individualized Education Plan which encompasses both academics and related services based on the results of the evaluations.

Occupational Therapy
Occupational Therapy (OT) is a related service provided to students who are deemed eligible. Eligibility is based on a referral and the results of formal assessments. Once eligibility is determined, school-based OT services will become part of their educational program. School-based OT is designed to assist students in their ability to successfully access their educational environment. School-based OT is not intended to meet all of the therapeutic needs of a student; rather it is intended to ensure that a student has access to his or her educational environment. Specific goals and objectives will be developed and implemented to meet the individual needs of each student receiving services.

Physical Therapy
Physical Therapy (PT) is a related service provided to students who are deemed eligible. Eligibility is based on a referral and the results of formal assessments. School-based PT is not intended to meet all of the therapeutic needs of a student; rather it is intended to ensure that a student has access and the ability to navigate his or her school environment safely. Specific goals and objectives will be developed and implemented to meet the individual needs of each student receiving services.

School-based Speech and Language therapy may be provided as a related service to a student who is classified as "Eligible for Special Education and Related Services". Assessment by a Speech-Language Specialist is required. A student can otherwise be deemed "Eligible for
Speech-Language Services" without being classified if he/she meets the criteria as outlined in the New Jersey Administrative Code. -

Project Support
Project Support is a district-wide program that has been created to meet the overall social-emotional needs of the student population. The Bayonne Board of Education has established a team of psychologists and social workers to provide services in each of our elementary schools as well as the high school. The overall purpose of Project Support is to address social-emotional concerns, provide crisis intervention as well as individual and small group counseling as deemed necessary. In addition, the Project Support staff works collaboratively with the Student Assistance Counselors (SAC) to provide additional support when needed.
Project Support has also embraced the DREAMS (Developing Resiliency with Engaging Approaches to Maximize Success) Initiative which has been established by the Childrens’ System of Care in conjunction with the New Jersey Department of Education. We are currently in phase one of the initiative. The program is grounded in Trauma-Informed Training that focuses on the Nurtured Heart Approach (NHA) to counseling. NHA helps build positive connections with youth, celebrates first-hand experiences of success in everyday moments, and helps to build Inner Wealth. The counselors are trained to understand different types of trauma and to recognize the impact of Adverse Childhood Experiences (ACE). Through this counseling, the intention is to reduce negative outcomes later on in adulthood. The program is primarily data-driven, but ultimately the success will be determined by the connection between the counselor and the student.

Reading Specialists

Multi-Sensory Reading Specialists
Our Multi-Sensory Reading Specialists are all Orton Gillingham or Wilson Reading certified practitioners. They all work with identified students on a 1:1 basis on specific skills that are critical to improving reading. A multisensory learning approach is a term reading practitioners use to describe teaching methods that involve engaging more than one sense at a time. These methods typically involve the use of visual, auditory, and kinesthetic-tactile pathways to teaching reading. Through multisensory instruction, students engage in activities that intentionally use more than one sense at a time, to help them connect language to words and master concepts.

The SOAR program at Bayonne High School is an alternative program for students with specific learning, emotional, and behavioral challenges that require strategic interventions in order to achieve a successful and positive school experience. The district has identified students who require customized class selection, scheduling, accommodations/modifications, and/or differentiated instruction to meet their individualized goals.
